The upcoming rubbish collection pilot is to include 'chipped' containers.
The bins will contain an electronic tag that can potentially allow the council to gauge how much waste each household is leaving for collection. This in turn could be used as the basis of a billing system, or even fines for heavy users.
Though Kingston council claim their collection vehicles aren't fitted with the electronic readers required to use the system, they haven't ruled out the prospect of enabling them in the future.
The Berrylands pilot is to start in November with a view to extend the scheme across the whole borough in 2008 if successful.
