Beggar's dog is a concern

This beggar is still outside the bank in Surbiton , see link below, but I am more concerned for his dog, greyhound type. It can hardly walk, no lead, head down, tail between legs, trying to lick, has no water. Can nothing be done?

The WI want people to take photos of themselves looking after the bras and post them on social media. 

More than 20 brightly coloured hanging bra-skets were attached to railings in Victoria Road, full to the brim with plants and flowers.

Please don't give any money to the beggar with dogs near HSBC (close to the Surbiton station). It might feel like a right thing to do, but it isn't. You're just supporting his lifestyle and the congestion and danger that he creates.
